Road Scholar Program

The Road Scholar Program is designed to develop roadway transportation workers into highly capable, respected professionals who demonstrate both technical competence and strategic awareness in their roles. Mastery in a profession comes through disciplined learning, consistent skill-building, and the strategic accumulation of knowledge and credibility over time. Through structured training and practical application, participants strengthen their expertise, expand their professional influence, and position themselves as trusted leaders within their organizations.

The Road Scholar Program may be completed over a three-year period, allowing participants to deliberately build their knowledge and authority in roadway safety and transportation operations.

Participants complete the program by:

  • Completing two self-paced trainings to establish foundational knowledge and demonstrate initiative in professional development.
  • Completing eight required trainings that provide core competencies essential to roadway operations and safety.
  • Completing four elective trainingsĀ to help boost your expertise and knowledge in your specific career.


The Road Scholar Program allows participants to strategically expand their expertise in areas that enhance their value to their tribe and community at large.

Upon completion of the program, participants receive an official certificate of completion, recognizing their commitment to professional growth and mastery of essential transportation skills. In many agencies, the Road Scholar credential carries significant professional influence; it may be used to support pay increases, promotions, or expanded responsibilities. As strategic career advancement often depends on both demonstrated competence and visible achievements, participants are encouraged to discuss this opportunity with their supervisors.
